The WPCA and its technical consultants are interested in soliciting input from
advanced treatment system (ATS) vendors on our proposed ATS selection process.
Approximately 300 to 500 individual advanced treatment systems are expected to be
installed on selected lots within Old Saybrook's Decentralized Wastewater Management
District over approximately the next 7 years. We anticipate conducting an evaluated
bid process in Spring of 2010 to select a limited number of ATS models that will be
used for the first Phase of this program. The WPCA is working with the DEP and other
agencies to develop this selection process in order to determine which systems will be
the most effective for meeting nitrogen reduction goals in the specified neighborhoods
areas of Old Saybrook, while ensuring eligibility for grant/loan assistance from the
DEP's Clean Water Fund. Some of the parameters expected to be included in the ATS
evaluated bid process are summarized in our October 19, 2009 letter to vendors,
available through the link to the right.
If you are a vendor with an advanced treatment system that has been shown to reduce
nitrogen by 50% (or 60% if measured under the leaching system), and have
