SPECIAL MEETING MINUTES

 

Monday, September 26, 2005

 

The Town of Old Saybrook Water Pollution Control Authority met on Monday, September 26, 2005, at the Pasbeshauke Pavilion at Saybrook Point Park, College Street Extension, Old Saybrook, Connecticut to conduct a Special Meeting in lieu of the regularly scheduled second Monday of the month meeting.

 

I.                   Call to Order

 

The meeting was called to order by Chairman Robert Powitz at 1:35PM.

 

II.                Pledge of Allegiance

 

III.             Roll Call of Members by WPCA Coordinator – Steve Luckett

 

WPCA Coordinator, Steve Luckett called the roll of members.  Chairman Robert Powitz, Doris Zumbroski, George Gwizd, Chuck Wehrly, Ed Gyllenhammer, Dick Wertheim, and Nelson Engborg were present.  Thomas McKenna and Elsa Payne were absent.  

 

Also in attendance were WPCA Coordinator Stephen Luckett, Peter Grose of Fuss & O’Neill, Attorney John Wertam, and Robbie Marshall, WPCA Clerk.

        

IV.              Approval of Minutes

                    

The WPCA reviewed the Regular Meeting minutes from the September 12, 2005 meeting.

 

A motion was made by Nelson Engborg to approve the Regular Meeting minutes from September 12, 2005.  It was seconded by George Gwizd and approved unanimously.

 

V.                 Open Forum

 

No comments.

 

VI.              Chairman’s Comments and Correspondence

 

Chairman Powitz announced that Ray Varley who was 95 years old had passed away last week.  There will be memorial services and he will be missed.

 

VII.     Executive Session – Discuss Legal Issues

 

A motion to enter Executive Session was made by George Gwizd at 1:37PM.  It was seconded by Dick Wertheim and carried unanimously.

 

Present:  Chairman Robert Powitz, Nelson Engborg, Chuck Wehrly, Doris Zumbroski,

Ed Gyllenhammer, George Gwizd, and Dick Wertheim.

 

Others in Attendance:  Coordinator Stephen Luckett, Peter Gross of Fuss & O’Neill, Attorney John Wertam, and 1st Selectman Michael Pace.

          1st Selectman Michael Pace was invited to attend the Special Meeting Executive Session

          and arrived at 1:47PM.       

 

A motion to leave Executive Session and return to Regular Session was made by George Gwizd at 4:10PM and seconded by Nelson Engborg.  The motion was carried unanimously.

 

During Executive Session no motions were made and no votes were taken.

 

A motion to approve the Town of Old Saybrook Wastewater Upgrade Program, subject to finalizing the bracketed items in the text, was made by George Gwizd.  It was seconded by Ed Gyllenhammer and approved unanimously.

 

VIII.   New Business   

 

A motion to approve the Fuss & O’Neill, Inc. tentative schedule, revised September 20,

2005 subject to appropriate and reasonable qualifications and modifications, was made by George Gwizd.  It was seconded by Nelson Engborg and approved unanimously. 

 

IX.     Adjournment

 

A motion to adjourn was made by George Gwizd at 4:20PM and seconded by Nelson Engborg.  The motion was carried unanimously.
