SPECIAL MEETING MINUTES

 

Monday, July 31, 2006

 

The Town of Old Saybrook Water Pollution Control Authority met on Monday, July 31, 2006, in the 2nd floor conference room at Town Hall, 302 Main Street, Old Saybrook, Connecticut to conduct a special meeting.

 

I.                   Call to Order

 

The meeting was called to order by Chairman Robert Powitz at 6:30PM.

 

II.                Roll Call of Members by WPCA Coordinator – Steve Luckett

 

WPCA Coordinator, Steve Luckett, called the roll of members; Chairman Robert Powitz, Vice Chairman George Gwizd, Doris Zumbroski, Chuck Wehrly, Nelson Engborg, and Pavel Wilson were present.    Thomas McKenna and Elsa Payne were absent.            

 

Also in attendance were; WPCA Coordinator Steve Luckett.

        

III.     Executive Session – Discuss Legal Issues

 

A motion to enter Executive Session to discuss legal issues was made by Nelson Engborg at 6:31PM.  It was seconded by George Gwizd and carried unanimously.

 

Present:  Chairman Robert Powitz, Chuck Wehrly, Nelson Engborg, Doris Zumbroski, Pavel Wilson, and George Gwizd.

 

Others in Attendance:  Coordinator Stephen Luckett.

 

A motion to leave Executive Session and return to Regular Session was made by Nelson Engborg at 7:20PM and seconded by George Gwizd.  The motion was carried unanimously.

 

During Executive Session no motions were made and no votes were taken.

 

IV.     New Business

 

A motion to discontinue Public Information Sessions until recently raised questions and issues are resolved was made by Doris Zumbroski and seconded by nelson Engborg.  The motion was carried unanimously.

 

A motion to discontinue all contractual activities until the WPCA develops revised policies was made by George Gwizd and seconded by Doris Zumbroski.  The motion was carried unanimously.

 

A motion to modify and submit for review Ordinance 75 to include direction concerning cesspools, steel septic tanks, undersized septic tanks and grease traps was made by Nelson Engborg and seconded by Chuck Wehrly.  The motion was carried unanimously.

 

Coordinator, Stephen Luckett presented an invoice dated April 3, 2006, from Adamant Accord for Mediation Facilitation in the amount of $1329.67.

 

A Motion was made by Chuck Wehrly to approve payment in the amount of $1329.67.  Motion was seconded by Pavel Wilson and approved unanimously.

 

V.       Adjournment

           

A motion to adjourn was made by Chuck Wehrly at 7:30PM and seconded by George Gwizd.  The motion was carried unanimously.
