To accomplish this mission the WPCA has set the following Goals & Objectives:

 The WPCA Will:

  • Continue to monitor and manage on-site sewage disposal systems and the disposition of
    septage.
  • Develop a program to provide oversight and management of individual Advanced
    Treatment   Systems (ATS).  
  • Continue to protect the Town’s interests through the approval of permanent maintenance
    agreements associated with individual and community sewage systems.
  • Establish and administer a Wastewater Management District (WWMD) that maintains an ATS
    database; provides for the operations and management (O&M) of ATS and continued
    recording of data resulting from the Pump-out and Inspection program.  It also will
    continue monitoring repairs, upgrades and replacements of existing systems.  
  • Develop a public education program with an emphasis on water conservation, reduced
    use of fertilizers and pesticides, and approaches to controlling surface water runoff.  This
    informational program will also include a continuing educational component to teach the
    theory of operation and maintenance requirements for both conventional on-site and
    advanced individual sewage treatment systems.  
  • Continue working with the Land Use, Building and other Town of Old Saybrook
    departments and commissions to create integrated approaches to sub-surface sewage
    disposal and as needed, ground water run-off, that conform to the Town’s Plan of
    Conservation and Development.
